HF884 (Against) An Act authorizing school districts, charter schools, and innovation zone schools to employ chaplains, or engage volunteer chaplains, to provide services to students. (Formerly HF334)
The bill would allow school districts to employ or engage volunteer chaplains – including those who are unlicensed and unregulated – to provide support, services, and programs for students.
The only requirement for employing or engaging a volunteer chaplain would be to pass a background check.
The bill states chaplains are not required to have a license, endorsement, certification, authorization, or statement of recognition from the board of educational examiners.
The bill states that a school district cannot replace a school counselor or guidance counselor with a chaplain. The bill does not address school social workers.
This bill passed the full House and the Senate Education Committee. It must now be debated and a vote taken by the full Senate."
